Lorie's Positive Plan for Waynesboro:

A Leader in Our Community

Lorie has a long history
of civic involvement. No one is more invested in the future of Waynesboro than your Councilwoman.

Here
are just a few of the local organizations Lorie has been involved with:
  • Planning Commission
  • SPCA Board of Directors
  • Flood & Stormwater Commission
  • Valley Program for Aging Services Advisory Board
  • Finance Committee
  • Transportation Committee
  • Virginia Municipal League
  • Valley Community Services Board of Directors
  • Vector Industries Board of Directors
  • Western State Advisory Board
  • Waynesboro Junior Woman's Club
  • Waynesboro School Board

Economic Development

Waynesboro must diversify its economic base and create higher paying jobs for citizens.  To accomplish this, Waynesboro needs to aggressively pursue business opportunities and give them a reason to relocate to our City. More businesses = more revenue for Waynesboro = low taxes for citizens.

I will continue to take a strong leadership role in growing Waynesboro’s economy and creating good jobs.  While on Council, I have directly influenced important growth opportunities such as Target, Kohl’s, McDonalds, Golden Coral, PGI’s expansion, the Zeus Digital Theater, the Mill Project on the South River, Chick-fil-A and the possible Center for Coldwaters Restoration.

Retention of local businesses and industries is also critical. I propose the provision of tax incentives to our businesses and industries to expand within Waynesboro.

Tourism

Waynesboro has tremendous potential to capitalize on tourism.  We are geographically located near a vast number of tourist attractions and have a track record of holding successful events in our City. Tourists lodge, dine and shop in Waynesboro, which equates to extra revenue for our City with no service level burden.  Locally-owned businesses greatly benefit from tourist patronage.

I recently hosted a successful Tourism Summit that generated concrete ideas for boosting Waynesboro's tourism potential. I'm also working to establish a Tourism Commission comprised of citizens and business owners. These efforts will pay long-term dividends and become an integral piece of our economic development efforts.

Education

I will continue to support the revenue sharing agreement that I initiated in 2005. Additionally, I will continue to offer focused attention and support to issues such as appropriate class size and recruitment of highly qualified teachers.

Senior Citizens’ Issues

I will continue to seek quality services for Waynesboro's senior citizens. My proven track record in regards to senior issues includes initiating our new public transit system, proposing tax relief increases for the elderly and disabled, conceptualizing the senior health forum and developing a regional drug disposal program. Once re-elected, I will continue to seek appropriate funding levels for programs such as Meals on Wheels and other critical senior services.

Emergency Services

I will ensure that Waynesboro's citizens receive the core services they need and deserve such as stormwater management, clean drinking water, safe streets, functional sewer systems and responsive emergency services. I'll also work to see that Waynesboro follows through on important promises such as the completion of the 8 top stormwater projects and the west-end fire sub-station.

Infrastructure Improvements

Continued focus on water and sewer system improvements will be required to provide clean, safe drinking water and to meet growing service demands.

An appropriate stormwater program is also critical for Waynesboro. Nearly 30 projects have been identified, the top eight on referendum.  At this point, no funding source has been designated for projects 2-8 and there is no expectancy that projects 9-27 will be addressed unless City Council identifies a way to save money each budget year to support the program.

Budget

As your Councilwoman, I constantly work to see that all efficiencies are implemented and that service delivery is maximized for citizens. I propose that a citizens’ advisory budget panel be established to take part in the budget process.  Transparency in City Council’s budget process, including departmental work sessions, is essential to building confidence and accountability.

Downtown Revitalization
Our west-end has developed a thriving economic life of its own. However, we must also focus attention on downtown and the east end of Waynesboro.  Our downtown boasts 90+ businesses and numerous successful public events.  I strongly support residential living and other mixed uses - this is the downtown of the 21st century.  The revitalization of our downtown will create a well-rounded community for citizens and visitors.  Outdoor dining, shops, museums and entertainment are just a few examples of what can be accomplished in downtown Waynesboro.
